Ohio County Prosecutor Releases September Grand Jury Indictments

FOR IMMEDIATE RELEASE

Shawn R. Turak, Prosecuting Attorney, announces that the September 2026 Term of the Ohio County Circuit Court Grand Jury met on September 14, 2026,and returned 25 indictments against 26 people.

The Ohio County Prosecutor’s Office cautions that the indictments returned against the following people contain allegations and the individuals named in the indictments are presumed innocent and remain innocent unless and until proven guilty in a court of law. 

The following people have been charged as follows:

An Indictment was returned against Ame Rena Bumpous, 51, West Columbia, West Virginia, charging her with one count of the felony offense of “Drug Delivery Resulting in Death.”

An Indictment was returned against Tyler William Bland, 24, Wheeling, West Virginia, charging him with one count of the felony offense of “Kidnapping,” two counts of the felony offense of “Sexual Assault in the Second Degree,” and two counts of the felony offense of “Sexual Assault in the Third Degree.”

An Indictment was returned against Amberlyn Nicole Baker, 35, Wheeling, West Virginia, charging her with two counts of the felony offense of “Child Abuse Creating Substantial Risk of Death or Serious Bodily Injury” and against Samuel Franklin Griffin, 27, of Wheeling, WV, charging him with two counts of the felony offense of “Child Abuse Creating Substantial Risk of Death or Serious Bodily Injury.”

An Indictment was returned against David Vincent Tyler, Jr., 28, Wheeling, West Virginia, charging himwith nine counts of the felony offense of “Sexual Abuse by a Parent, Guardian, Custodian or Person in Position of Trust,” three counts of the felony offense of “Sexual Assault in the Second Degree,” seven counts of the felony offense of “Sexual Assault in the Third Degree” and three counts of the felony offense of “Failure to Register as a Sex Offender.” 

An Indictment was returned against Willard Lee Atwell, 27, Cameron, West Virginia, charging him with one count of the felony offense of “Domestic Violence, Third or Subsequent Offense.”

An Indictment was returned against Beth Anne Gregg, 39, Wheeling, West Virginia, charging her with two counts of the felony offense of “Malicious Assault.” 

An Indictment was returned against Liddell Lawrence Reese, 32, Wheeling, West Virginia, charging him with one count of the felony offense of“Strangulation,” one count of the felony offense of “Malicious Assault,” and one count of the misdemeanor offense of “Domestic Battery.”

An Indictment was returned against Cannon Lee Furman, 26, Wheeling, West Virginia, charging himwith three counts of the felony offense of “Malicious Assault.”

An Indictment was returned against Clark O’Brien Butler, 40, Wheeling, West Virginia, charging him withone count of the felony offense of “Domestic Violence, Third or Subsequent Offense.”

An Indictment was returned against Kenneth Wilkenson, Jr., 18, Glen Dale, West Virginia, charging him with one count of the felony offense of “Reckless Fleeing in a Vehicle.”

An Indictment was returned against Brady Lynn Moore, 45, Triadelphia, West Virginia, charging himwith one count of the felony offense of “Reckless Fleeing in a Vehicle.”

An Indictment was returned against William Robert Taylor, 40, Wheeling, West Virginia, charging him with one count of the felony offense of“Destruction of Property;” two counts of the felony offense of “Grand Larceny” and one count of the felony offense of “Possession of Stolen Property.”

An Indictment was returned against Gary J. Hackathorn, Jr., 41, Triadelphia, West Virginia, charging him with one count of the felony offense of“Malicious Assault.”

An Indictment was returned against Ethan Joe Willey, 19, Wellsburg, West Virginia, charging himwith one count of the felony offense of “Entering Without Breaking” and one count of the felony offense of “Conspiracy.”

An Indictment was returned against Marc Dillion Steadham, 35, Wheeling, West Virginia, charging himwith two counts of the felony offense of “Burglary.”

An Indictment was returned against William Phillip Timmins, Jr., 51, McMechen, West Virginia, charging him with one count of the felony offense of“Grand Larceny.”

An Indictment was returned against John Arden Lynch II, 41, Wheeling, West Virginia, charging himwith three counts of the felony offense of“Embezzlement” and one count of the felony offense of “Fraudulent Schemes.”

An Indictment was returned against JenniferSherman, 49, Wheeling, West Virginia, charging herwith two counts of the felony offense of“Embezzlement,” one count of the felony offense of “Fraudulent Schemes,” and one count of the felony offense of “Unauthorized Use of a Credit Card.”

An Indictment was returned against Donald Allen Ewing, 37, Bridgeport, Ohio, charging him with one count of the felony offense of “Fraudulent Schemes” and one count of the felony offense of “Obtaining Money by False Pretenses.”

An Indictment was returned against Terrence Louis Baxter, 59, Bridgeport, Ohio, charging him with one count of the felony offense of “Intimidation of a Witness.”

An Indictment was returned against Shawn Matthew Fuscardo, 52, Wheeling, West Virginia, charging him with two counts of the felony offense of“Possession with Intent to Deliver a Schedule II Controlled Substance – Methamphetamine.”

An Indictment was returned against John Doe, 47, Bridgeport, Ohio, charging him with one count of the felony offense of “Delivery of a Schedule II Controlled Substance- a Narcotic Drug: Fentanyl”, three counts of the felony offense of “Delivery of a Schedule II Controlled Substance – a Narcotic Drug: Fentanyl Within 1000 feet of a School” and one count of the felony offense of “Delivery of a Schedule II Controlled Substance – Methamphetamine Within 1000 feet of a School.”

An Indictment was returned against Lauren Michelle Piasecki, 45, Pittsburgh, Pennsylvania, charging her with one count of the felony offense of “Fraudulent Schemes.”

An Indictment was returned against Marco Dewayne Vogle, 27, Martins Ferry, Ohio, charging himwith one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance – a Narcotic Drug: Cocaine.” 

An Indictment was returned against Jonathan Cephus, 30, North Wales, Pennsylvania, charging himwith one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance – a Narcotic Drug: Fentanyl” and one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance – a Narcotic Drug: Cocaine.” 

Names of John Doe’s who were Indicted may be released at a later time once these individuals have been taken into custody.​

​The individuals indicted and assigned to the Honorable Judge David J. Sims are required to appear at the Ohio County Docket Day on September 24, 2026, beginning at 9:00 a.m., and the individuals indicted and assigned to the Honorable Michael J. Olejasz are required to appear at the Ohio County Docket Day on September 24, 2026, at 11:00 a.m.
