Charles Edward Ballouz, 87, of Wheeling, passed away Monday March 9, 2026 in Wheeling Hospital.

He was born December 23, 1938, in Wheeling, WV, son of the late Toby and Martha Ballouz.

He was a Catholic, a member of the Wheeling Cathedral and a U.S. Navy veteran. Charlie served as president of the Ohio Valley Regional Transit Authority and was instrumental in getting bus service to The Highlands. He was also board member for the the Public Defender Corporation and volunteered for many organizations in Wheeling.

In addition to his love of family, Charlie was passionate about his Wheeling community. Although he was unsuccessful in his attempts to be a member of Wheeling Council, that never stood in his way to improve the quality of life in Wheeling.

In addition to his parents, he was preceded in death by a sister, Elaine Watkins and a niece, Tobi Watkins.

Uncle Chuck is survived by his sister, Helen (Robert) Fedorke; nieces, Donna (Ron) Le Blanc, Tracie (Joe) Herman, Kathleen (Mark) Aleshire, Lori (Craig) Brenneman; nephew Robert Fedorke, Jr. (Peachie); 4 great nieces, 5 great nephews, 6 great great nieces and 5 great great nephews.

In honoring Charlie’s wishes there will be no visitation but a Mass will be celebrated at St. Alphonsus Catholic Church, 2111 Market St., Wheeling on Wednesday March 18, 2026 at 10:00 am. Burial with Military Honors will follow in Mt. Calvary Cemetery.
