Documents Released in Special Needs Classroom Abuse Case in Marshall County

Marshall County Prosecutor Joe Canestraro released 12 pages of documents connected to the charges filed against a teacher, principal, and a special programs director employed by Marshall County Schools.

The charges are connected to the alleged classroom physical abuse of a 6-year-old autistic, non-verbal student in September at a school in Moundsville. Following the State Police investigation, the state charged McNinch Elementary School special needs teacher Kiersten Moses with four felony counts, including two counts of assault or unlawful physical harm of a disabled child, strangulation, and child abuse.

Investigators allege the 22-year-old Moses grabbed the student around the neck with both hands and, according ot the report, squeezed.

In addition, McNinch Elementary Principal Jane Ann Duffy, 62, was charged with allegedly failing to report the incident, and 45-year-old Erin Cuffaro, Marshall County’s special programs director, was charged with eight counts of gross neglect of a child creating a substantial risk of death or serious bodily injury.
