The following reports were released this morning by the Belmont County Sheriff’s Office:

On October 23, 2025, the Sheriff’s Criminal Interdiction Unit attempted to conduct a traffic stop near State Route 7 and the 470 bridge for a traffic infraction. The vehicle in question then began to flee from law enforcement for a short distance, coming to a stop on the I-470 offramp to SR 2 eastbound in Wheeling, WV. During the traffic stop, drugs were seized that were in plain view, and a search of the vehicle was conducted, and approx. one ounce of suspected drugs were seized.
Dominic Brock, 24, of Wheeling, WV, was arrested by the Wheeling Police Department. The Belmont County Sheriff’s office will be requesting a warrant for Dominic Brock’s arrest for pending charges in Belmont County. The Saint Clairsville Police and the Wheeling Police Departments assisted the Sheriff’s Office.
Sheriff James Zusack appreciates the combined efforts of all local Law enforcement involved, especially our partners across the Ohio river due to this kind of cooperation Mr. Brock was arrested without incident.

On October 24, 2025, Deputies with the Belmont County Sheriff’s Criminal Interdiction Unit assisted the U.S. Marshals (Northern District of West Virginia) in apprehending two subjects wanted on outstanding warrants. Officials searched a residence on School Street in Neffs, Ohio. During the search, John Webster Huggins Jr, 47, of Bellaire, Ohio, and Kaylee Ann Jones, 22, of Wheeling, WV, were located in the attic of the residence, hiding in the insulation.
Both John Huggins and Kaylee Jones were arrested and booked into the Belmont County Jail on their outstanding warrants, possession of drugs, having weapons under disability, and obstructing justice.
Rayne Nichelle McGuire, 38, of Neffs, Ohio, was arrested and booked into the Belmont County Jail for possession of meth, having weapons under disability, and obstructing justice.
Sheriff James Zusack is appreciative of the cooperation between the Belmont County Sheriff’s Office and federal authorities such as the U.S. Marshals to apprehend fugitives from the streets of Belmont County.

In October 2025, the Sheriff’s Criminal Interdiction Unit began an investigation into Michael Scott Lucas, 44, of Bridgeport, Ohio, for trafficking in drugs. The investigation led detectives to the area of the Presidential Estates trailer court in Bridgeport, Ohio. Detectives conducted surveillance, observing signs of drug trafficking. Traffic stops were conducted on vehicles leaving the residence.
On October 21, 2025; Detectives conducted a traffic stop, arresting Michael Goode, 57, of Wheeling, WV; and Matthew Sberna, 51, of Warwood, WV, for trafficking and possession of fentanyl. Goode and Sberna were found to have approximately 21 grams of fentanyl and two firearms; both individuals were transported and booked into County Jail for possession and trafficking in a fentanyl-related compound.
On October 23, 2025; Detectives executed a search warrant on Eisenhower Ave. in Bridgeport, Ohio, where they arrested Michael Scott Lucas and McKenna McNickle, 32, of Bridgeport, Ohio. Detectives located a firearm, drug proceeds, drug paraphernalia, and approximately 121 grams of suspected fentanyl. Michael Lucas was booked into jail on charges of having weapons under disability, possession of criminal tools, possession of fentanyl, and trafficking in a fentanyl-related compound. McKenna McNickle was booked into jail for possession of criminal tools, possession of fentanyl, and trafficking in a fentanyl-related compound.
