Former Wheeling councilman Don Atkinson is scheduled to join me to resume our conversation about the direction of the city, recent developments concerning the OVMC campus and three local institutions, the recently announced rate hikes for water-sewer-sanitation services, and how he hopes the federal relief funds can be used once the U.S. Treasury Department issues the options.
