The members of Wheeling’s City Council are scheduled to meet today at Noon for a regular meeting in Council chambers at the City-County Building, and two items on the agenda include the three-story mandate for new construction in downtown Wheeling and the distance food trucks need to observe when doing business in the Friendly City.
In 2017, Council established the three-story minimum for new construction in the downtown district in an effort to encourage architectural consistency in downtown zoning districts between 10th and 16th streets.
The proposed ordinance reads:
AN ORDINANCE OF THE COUNCIL OF THE CITY OF WHEELING AMENDING PART THIRTEEN – PLANNING AND ZONING CODE, CHAPTER THREE – ZONING ORDINANCE – ARTICLE 1339 – COMMERCIAL DISTRICTS, SCHEDULE 5.A SCHEDULE OF DIMENSIONAL REQUIREMENTS ESTABLISHING A 2 STORY MINIMUM BUILDING HEIGHT IN THE DOWNTOWN ZONING DISTRICTS (D-1, D-2, & D-3).
No new construction had taken place since the three-story mandate was approved by Council.
Also, on this afternoon’s agenda is the distance a permitted food truck must observe when setting up at a non-residential location within city limits. Two weeks ago, a 100-foot radius was established under Article 780, which pertains directly to “street vendors.” The article does not apply to festivals and fairs such as fundraisers at Centre Market.
The amended portion of the article to be considered today is in parentheses and is in italics below:
Vending is permitted in any non-residentially zoned districts as established by the Municipal Planning and Zoning Code as well as within a two-hundred-foot radius of City parks and recreation areas. However, vending in Wheeling and Oglebay Parks is excluded. Permission to utilize a parking space, whether metered or otherwise, must be granted by the City Manager in accord with the provisions of this Article. There is, however, no such vending permitted within a two-hundred-foot radius of the WesBanco Arena, the Capitol Theater, or the Centre Market during events, nor within a two hundred foot radius of any privately sponsored fair, festival, event, or within a one hundred (twenty-five foot) radius of an establishment located upon real property which provides a similar product as that being offered by the Vendor. (E.G.: food, beverage, wares, etc.).
The City-County Building is located at 1500 Chapline St., and Council chambers is on the first floor. Anyone wishing to address the Council members and Mayor Glenn Elliott must register 15 minutes prior to the Noon meeting.
