Arrests Made in Drug Trafficking Ring in Belmont County

On January 2, 2026, Detectives with the Belmont County Sheriff’s Office Criminal Interdiction Unit assigned to the Attorney General’s Ohio Organized Crime Investigations Commission began an investigation into drug trafficking at a local hotel near St. Clairsville.

Detectives conducted surveillance, a traffic stop, searched a vehicle, and then searched a hotel room. During the investigation, the following parties were arrested, and approximately 120 grams of suspected methamphetamine were seized. 

Heather Renne Owens, 51, of Bellaire, Ohio, was booked into jail for possession of methamphetamine, and obstructing official business.  

Shelley Brooks, 52, of Wheeling, WV, was booked into jail for possession and trafficking in methamphetamine, possession of criminal tools, and possession of drug abuse instruments.

Katie Lynn Kennen, 35, of Bridgeport, Ohio, was booked into jail for possession and trafficking in methamphetamine, tampering with evidence, and possession of drug abuse instruments.

Alex Jerimiah Davis, 34, of Wheeling, WV, was booked into jail on possession and trafficking in methamphetamine, and possession of criminal tools.

Sheriff James Zusack would also like to thank Richland Township police department assistance in this investigation.
