BELMONT COUNTY, OHIO – On June 24, 2026, Detectives with the Belmont County Sheriff’s Office Criminal Investigation Unit arrested James L. White, 25, of Bellaire, Ohio, on multiple felony charges following an extensive investigation involving allegations of sexual offenses against minors. The investigation began after detectives received information regarding inappropriate communications and conduct involving juvenile victims.
During the course of the investigation, detectives conducted multiple interviews, reviewed victim disclosures, obtained and executed search warrants, and performed forensic examinations of digital evidence. Investigators also reviewed online communications and electronic records that were obtained as part of the investigation.
As a result of the investigation, White was charged with the following offenses:
• Rape (Minor), in violation of Ohio Revised Code 2907.02(A)(1)(B), a Felony of the First Degree
• Gross Sexual Imposition, in violation of Ohio Revised Code 2907.05, a Felony of the Fifth Degree
• Importuning, in violation of Ohio Revised Code 2907.07, a Felony of the Third Degree
• Two Counts of Pandering Obscenities Involving a Minor, in violation of Ohio Revised Code 2907.321, Felonies of the Second Degree
• Importuning, in violation of Ohio Revised Code 2907.07, a Felony of the Fifth Degree
An arrest warrant was served on June 24, 2026, at 3483 Franklin Street, Bellaire, Ohio. The Bellaire Police Department assisted with the execution of the arrest warrant. The Martins Ferry Police Department also assisted throughout the investigation.
