Delbert Appointed Building and Planning Director for City of Wheeling

City Manager Robert Herron announced today that Brenda J. Delbert has been appointed to the position of Building and Planning Director, effective immediately. Delbert has served as Wheeling’s City Clerk since 2018.

“BJ is a well-respected administrator who is interested in exploring new aspects of local government. She will be an excellent addition and valuable member of the senior management team. While there will be a learning curve, I have no doubt that she will be successful in her new role,” he said.

Delbert said she is looking forward to her new job within the City.

“I am looking forward to embarking on my new journey and role as Building and Planning Director. During the last five years as City Clerk, I feel I have gained the knowledge and confidence to excel in my new position. While I realize there is a lot to learn, I am excited to begin working with my team and I embrace the new challenge,” she said.

Delbert has a bachelor’s in business administration from West Virginia University and a master’s in business administration from Fairmont State University.

The Building and Planning Department is responsible for providing and coordinating all functions pertaining to building permitting and inspections, code enforcement, flood plain management, city planning and zoning administration. The department also staffs the City’s Board of Zoning Appeals, Building Code Board of Appeals, Historic Landmarks Commission and Planning Commission. 

The search for a new City Clerk will begin immediately.
