Shawn R. Turak, Prosecuting Attorney, announces that the September 2025 Term of the Ohio County Circuit Court Grand Jury met on September 8, 2025, and September 9, 2025, and returned 30 indictments against 32 people.
The Ohio County Prosecutor’s Office cautions that the indictments returned against the following people contain allegations and the individuals named in the indictments are presumed innocent and remain innocent unless and until proven guilty in a court of law.
The following people have been charged as follows:
An Indictment was returned against Dennis Terrell Evans, 37, Wheeling, West Virginia, charging him with one count of the felony offense of “Murder”, one count of the felony offense of “First Degree Robbery”, and one count of the felony offense of “Sexual Assault, First Degree.”
An Indictment was returned against William Lee Ueltschy, 47, of Wheeling, West Virginia, charging him with three counts of the felony offense of “Gross Child Neglect Creating Substantial Risk of Serious Bodily Injury or Death” and one count of the misdemeanor offense of “Assault on Law Enforcement Officer”.
An Indictment was returned against Joseph John Weidman, 58, of Wheeling, West Virginia, charging him with three counts of the felony offense of “Failure to Register as a Sex Offender, Second Offense.”
An Indictment was returned against David Michael Bennett, 67, of Wheeling, West Virginia, charging him with seven counts of the felony offense of “Sexual Assault Second Degree.” An Indictment was returned against Deandre Lee Williams, 28, Wheeling, West Virginia, charging him with one count of the felony offense of “Reckless Fleeing in a Vehicle.” A separate Indictment was returned against Mr. Williams charging him with the felony offense of “Strangulation” and one count of the misdemeanor offense of “Domestic Battery.”
An Indictment was returned against Jack Rooks Walton, 46, Wheeling, West Virginia, charging him with one count of the felony offense of “Reckless Fleeing in a Vehicle” and one count of the felony offense of “Fleeing While Driving Under the Influence.”
An Indictment was returned against Randy Scott VanDyne, 56, Wheeling, West Virginia, charging him with two counts of the felony offense of “Failure to Register as a Sex Offender.”
An Indictment was returned against John Michael Storm, 41, Wheeling, West Virginia, charging him with one count of the felony offense of “Illegal Possession of an Incendiary Device,” one count of the felony offense of “Criminal Use of an Incendiary Device” and one count of the felony offense of “Attempted Arson.”
An Indictment was returned against Donovan Matrix Nickerson, 24, Wheeling, West Virginia, charging him with two counts of the felony offense of “Sexual Assault Second Degree.”
An Indictment was returned against Jacob Michael Davidson, 29, Wheeling, West Virginia, charging him with one count of the felony offense of “Burglary,” one count of the felony offense of “Malicious Assault” and one count of the misdemeanor offense of “Domestic Battery.”
An Indictment was returned against Jack Daniels Spencer, 41, Wheeling, West Virginia, charging him with one count of the felony offense of “Burglary,” one count of the felony offense of “Strangulation,” and one count of the felony offense of “Domestic Violence, Third or Subsequent Event.”
An Indictment was returned against Ame Rena Bumpous, 50, Wheeling, West Virginia, charging her with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl”, one count of the felony offense of “Possession with Intent Deliver a Schedule II Controlled Substance: Methamphetamine,” and one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Cocaine.”
A Triple Indictment was returned against Jade Alyssa Suarez, 42, Cameron, West Virginia, charging her with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl,” one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense of “Conspiracy to Transport Fentanyl into this State”, one count of the felony offense of “Conspiracy to Transport Xylazine into this State,” one count of the felony offense of “Possession with Intent to Deliver a Schedule IV Controlled Substance: Xylazine” and one count of the felony offense of “Transportation of a Controlled Substance, Xylazine, into this State,” against Kristopher Logan Whitfield, 42, of Moundsville, West Virginia, charging him with one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense of “Conspiracy to Transport Fentanyl into this State,” one count of the felony offense of “Conspiracy to Transport Xylazine into this State” and “Transportation of a Controlled Substance, Xylazine, into this State,” and against David Ace Anderson, 32, Moundsville, West Virginia, charging him with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl,” one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense of “Possession with Intent to Deliver a Schedule IV Controlled Substance: Xylazine,” one count of the felony offense of “Transportation of a Controlled Substance, Xylazine, into this State,” one count of the felony offense of “Conspiracy to Transport Fentanyl into this State” and “Conspiracy to Transport Xylazine into this State.”
An Indictment was returned against Stephen Frederick Higgins, 35, Pennsboro, West Virginia, charging him with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl,” one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense of “Possession with Intent to Deliver a Schedule IV Controlled Substance: Xylazine,” and one count of the felony offense of “Transportation of a Controlled Substance, Xylazine, into this State.”
An Indictment was returned against Matthew Robert Pockl, 34, Wheeling, West Virginia, charging him with one count of the felony offense of “Possession with Intent to Deliver of a Schedule II Controlled Substance: A Narcotic, Fentanyl”, one count of the felony offense of “Possession with Intent to Deliver a Schedule III Controlled Substance: A Narcotic, Buprenorphine”, one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Cocaine,” one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: Methamphetamine” and one count of the misdemeanor offense of “Maintenance of Drug Premises.”
A Double Indictment was returned against Erin Nichole McCracken, 32, Sardis, Ohio, charging her with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl,” one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense of “Conspiracy to Transport Fentanyl into this State,” one count of the felony offense of “Possession with Intent to Deliver a Schedule IV Controlled Substance: Xylazine,” one count of the felony offense of “Transportation of a Controlled Substance, Xylazine, into this State” and one count of the felony offense of “Conspiracy to Transport a Controlled Substance, Xylazine, into this State” and against Callie Marie Skinner, 32, New Martinsville, West Virginia, charging her with one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance: A Narcotic, Fentanyl,” one count of the felony offense of “Transportation of a Controlled Substance, Fentanyl, into this State,” one count of the felony offense “Conspiracy to Transport Fentanyl into this State,” one count of the felony offense of “Possession with Intent to Deliver a Schedule IV Controlled Substance: Xylazine,” one count of the felony offense of “Transportation of a Controlled Substance, Xylazine, into this State” and one count of the felony offense of “Conspiracy to Transport a Controlled Substance, Xylazine, into this State.”

An Indictment was returned against Ishmael Frederick Howard, 48, Wheeling, West Virginia, charging him with one count of the felony offense of “Delivery of a Schedule II Controlled Substance: A Narcotic, Cocaine – Within 1,000 feet of a School,” and one count of the felony offense of “Conspiracy to Deliver a Schedule II Controlled Substance: A Narcotic, Cocaine.”
An Indictment was returned against John Doe, 44, Wheeling, West Virginia, charging him with one count of the felony offense of “Delivery of a Schedule II Controlled Substance: A Narcotic, Methamphetamine.”
An Indictment was returned against John Doe, Unknown Age, Wheeling, West Virginia, charging him with one count of the felony offense of “Delivery of a Schedule IV Controlled Substance – Alprazolam.”
An Indictment was returned against Mario Jabreel Shaw, 39, Wheeling, West Virginia, charging him with four count of the felony offense of “Delivery of a Schedule II Controlled Substance – A Narcotic Drug, Cocaine,” one count of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance – A Narcotic, Methamphetamine,” one count of the felony offense of Possession with Intent to Deliver a Schedule I Controlled Substance – A Narcotic, Heroin” and one count of the felony offense of “Delivery of a Schedule IV Controlled Substance – Alprazolam.”
An Indictment was returned against Kimberly Dawn Straight, 43, Wheeling, West Virginia, charging her with one count of the felony offense of “Delivery of a Schedule II Controlled Substance – A Narcotic, Fentanyl.”
An Indictment was returned against John William Shaw, 43, Triadelphia, West Virginia, charging him with two counts of the felony offense of “Possession with Intent to Deliver a Schedule II Controlled Substance – A Narcotic, Methamphetamine.”
An Indictment was returned against Adam Lee Snyder, 42, Salem, New Hampshire, charging him with forty counts of the felony offense of “Possession of Counterfeit or Unauthorized Access Device with Intent to Defraud.”
An Indictment was returned against Andrew Mitchell Oates, 34, Wheeling, West Virginia, charging him with one count of the felony offense of “Robbery in the Second Degree.”
An Indictment was returned against Dylan Thomas Whitaker, 27, Longview, Texas, charging him with one count of the felony offense of “Driving a Motor Vehicle in Impaired State Causing Serious Bodily Injury.”
An Indictment was returned against Andre Dante Maurice Wilson, 40, Wheeling, West Virginia, charging him with two counts of the felony offense of “Person Prohibited from Possessing Firearm,” one count of the felony offense of “Possession With Intent to Deliver a Schedule II Controlled Substance: a Narcotic, Cocaine” and one count of the felony offense of “Malicious Assault on a Law Enforcement Officer.”
An Indictment was returned against Joseph Stephen Paree, 36, Wheeling, West Virginia, charging him with one count of the felony offense of “Entering Without Breaking” and one count of the felony offense of “Conspiracy.”
An Indictment was returned against Michael Lee Conaway, 50, Bridgeport, Ohio, charging him with one count of the felony offense of “Person Prohibited from Possessing Firearm.”
The individuals indicted and assigned to the Honorable Judge Michael J. Olejasz are required to appear at the Ohio County Docket Day on September 18, 2025, beginning at 1:30 p.m., and the individuals indicted and assigned to the Honorable David J. Sims are required to appear at the Ohio County Docket Day on September 18, 2025, at 9:00 a.m.
